Swansea Road, Merthyr – J G Hale Construction Ltd

Client Overview

J G Hale Construction Ltd is a principal contractor delivering high-volume residential developments across South Wales.

Osprey Electrical Engineering Ltd was initially appointed on a single development but has since become a trusted delivery partner across multiple sites. This progression was not driven by tender pricing alone, but by consistent performance, programme reliability, and the ability to take ownership of complex site challenges.

These case studies demonstrate not only delivery capability, but the ability to protect programme, reduce risk, and support site teams under pressure.

Project Overview:

 43-plot residential development
(apartments and 2/3 bed houses)

Full electrical package

Labour resource:
4 electricians

Initial Situation:

Osprey joined the project during the early construction stages, with approximately 7 plots already completed. The site required additional support to improve coordination, address installation issues, and help align the electrical works package with programme priorities.

Working alongside the project management team, Osprey implemented a structured recovery approach to stabilise delivery and support ongoing progress across the development.

Following this initial recovery phase, Osprey fully took over the site as the principal electrical contractor. The project is now back in line with programmed works and progressing towards an on-time completion in October 2026.

Key risks identified included:

 Installation defects within completed properties

Lack of design coordination and missing technical considerations

Programme slippage risk as works scaled across remaining plots

Intervention Strategy:

Osprey was appointed to take full control of the electrical package and work directly with the site team to stabilise the project.

The approach focused on three priorities:

1. Immediate defect identification and rectification
2. Design review to prevent repeat issues
3. Programme alignment with the project manager’s priorities

Actions Delivered:

• Full audit of previously installed works
• Rectification of identified defects across initial plots
• Design input and correction of overlooked elements before wider rollout
• Re-sequencing of works to match construction priorities
• Consistent on-site presence and communication with management team

Outcome:

• Programme brought back under control
• Significant reduction in ongoing defects
• Design issues resolved before becoming large-scale cost impacts
• Improved confidence from site management in delivery

Commercial Impact:

Early intervention prevented defects and design issues from being repeated across the remaining 36 plots. Without this, the project risked substantial rework costs, delays, and reputational impact. Osprey’s involvement effectively converted a high-risk situation into a controlled, deliverable project.

"I would love to work with Ospreys on more schemes because of what they’ve achieved here and how much engagement they’ve had in that social value sphere."
